Obtain Roo
At the title screen, hold Up and B, then press Start. Roo will now be available at the character select screen.
Obtain Roo Alternative Method
When you fight the clown and Roo, defeat the clown first and Roo should hop away off the screen. When you lose all your lives and continue, cycle through the characters and Roo will now be available.
Axel, Adam and Blaze - ex-cops, the solution to punk pollution. The city's a war zone, and they're going out two at a time to give the gangs a kick in the guts. This is the ultimate in street combat. These fighters are martial arts maniacs with a battery of 40 individually controllable attacks - including jabs, head butts, and overhead kicks.
The third and final entry replaces one character and adds two hidden ones - no platform fighter before or since has offered better variety or gameplay.
